Description

Some cut-outs I have from an issue of Der Spiegel magazine (no. 28/2000, pp. 6 and 38) show the NPD and the JN flags plus the Imperial black-white-red (both with and without the iron cross), and a flag previously unreported, white with a red 'forbidden' traffic-signal-like sign, within it a '§130' (paragraph 130) in black. I guess the flag favours abolishing paragraph 130 of whatever law — the article made no reference to flags whatsoever. Two scans sent separately as de}n130a.jpg and de}n130b.jpg.

An article titled McNair report on religious discrimination in Germany, 1996, available online here makes reference to:

(...) paragraph 130 of the German Penal Code, which makes it illegal to attack the basic dignity of members of groups of the population or to incite hatred or arbitrary government actions against persons or groups (...)
I know nothing about who McNair is or what his or her report endorses, but maybe this helps clear up the issue.
